Uniting the civil sector around a shared vision — a professional, transparent, and resilient public service for Ukraine.
Context of the event
On September 25, representatives of civil society organizations presented the Public Service Reform Manifesto in the capital — a document that consolidates civil sector initiatives to support civil service reform and continue systemic changes in cooperation with the government.
The goal of the Manifesto is to build an effective, professional, and transparent state system capable of responding to wartime challenges and ensuring Ukraine’s successful European integration.

Key provisions of the Manifesto
The Manifesto emphasizes that without key steps, the state cannot be resilient, reformed, and citizen-oriented. Among the priorities are:
- Restoration of open competitions for civil service positions.
- Fair and competitive remuneration.
- Transparent and justified dismissal procedures.
- Review of restrictions and requirements for civil servants.
Statement by civil society leaders
During the press conference, Taras Shevchenko, a representative of the NGO “Center for Democracy and Rule of Law,” called on the government, international partners, and donors to prioritize public service reform among other reform areas.
“Today it is important not to lose professionals, but to create conditions for an honest, open, and strong civil service capable of implementing European integration changes,” he emphasized.

Uniting around the Manifesto is a signal of civil society’s readiness to cooperate with the state to create a new culture of public governance.
This document defines the framework for reforms that should make the civil service more effective, resilient to political pressure, and open to citizens.
