Historical reference
In February 2014, on the wave of the Revolution of Dignity, alumni communities of Western universities united around the idea of forming professional public administration. This led to the creation of an initiative that later became a platform for systemic research in the field of public administration.
As early as 2018, the first large-scale study of the organizational culture of the civil service in Ukraine was launched — the “Civil Service Feedback Loop” in collaboration with Stanford University, the Kyiv School of Economics, and with the support of the Konrad Adenauer Foundation. Over 4,200 civil servants from 13 ministries participated in this study. The results of this research became the basis for the annual assessment of organizational culture conducted by the National Agency of Ukraine on Civil Service (NAUCS).
Main research directions
- Organizational culture of the civil service: analysis of practices, values, and motivation of civil servants to enhance management effectiveness.
- Attracting young professionals: research on barriers and incentives for youth entering the public sector.
- Leadership in crisis conditions: studying the phenomenon of Ukrainian leadership, particularly in the context of war and European integration.
- Public Administration Reform: analytical support for reforms, including within the PAR4UA and other international initiatives.
