PAR AMBASSADORS
An educational-practical program that unites Ukrainian professionals to support public administration reforms and European integration.
About the program:
PAR Ambassadors Program — an educational-practical initiative within the project PAR4UA “Support for Ukraine’s Public Administration Reform in the Context of European Integration”, implemented by the Professional Government Association of Ukraine (PGA) in partnership with PROVIDUS (Public Policy Centre, Riga, Latvia) with the support of the Latvian Ministry of Foreign Affairs.
PGA started the program in January 2025 on a pro-bono basis. Thanks to a grant, the program continues from September 2025 to August 2026 with a possible extension.
The initiative unites Ukrainian professionals in Europe and Ukraine to strengthen public administration reform, develop an expert community, and advocate for European integration changes.
Goal:
To create an active network of PAR Ambassadors who:
- disseminate knowledge;
- foster dialogue between authorities, civil society, and international partners;
- support public administration reform in Ukraine and abroad.
Activities that started in September
- The participant list has been updated (25 ambassadors from various countries).
- A system for registration and tracking of event participation has been created.
- Google Forms have been prepared for registration and collecting proposals from civil society organizations.
- Introductory letters have been sent to the ambassador community and potential lecturers.
The first lectures have been conducted
- September 18 — Andriy Zabolotnyi (CPLR): "Ukraine's Civil Service on the Path to EU Standards".
- September 30 — Erik Kucherenko (KSE): "Reforming the Centre of Government as a Key to a Strongly Performing Civil Service: Delivery Units and Beyond".
Plans until the end of 2025.
- 7 lectures and seminars with leading Ukrainian and international experts (Kseniia Alekankina, Vox Ukraine; Milena Mihajlovic, European Policy Centre; Nataliia Kononenko, Association of Political Sciences of Ukraine; Oleksandra Khudoba, Lviv Polytechnic, and others).
- Expanding the ambassador network with the participation of Ukrainians in Latvia (jointly with PROVIDUS).
- A series of expert meetings with former and current officials.
- A competition for practical projects among members of the PAR Ambassadors community (1 project in 2025, 1–2 in 2026).
- Final meeting for planning activities for 2026.
- A potential event in Berlin — a key platform for discussing PAR priorities in the context of Ukraine's European integration.
