PGA originated from the Open Letter to the Prime Minister of Ukraine A.P. Yatsenyuk (March 2014). Since then, we have grown, and new peaks are still ahead!
Open Letter to the Prime Minister of Ukraine, A.P. Yatsenyuk, and Members of the Cabinet of Ministers of Ukraine
We are over one thousand graduates of the world’s leading universities who have returned and are working in Ukraine at leading international companies, NGOs, analytical centers, financial institutions, etc. Diplomas from Harvard University (USA), the London School of Economics (UK), INSEAD business school (France, Singapore), Columbia University (USA), the University of Chicago (USA), Georgetown University (USA), the College of Europe (Bruges, Belgium and Natolin, Poland), diplomas obtained under the EU Erasmus Mundus program, graduates of the Edmund S. Muskie Scholarship Program and many others, combined with work experience in an international environment will become a significant contribution to the successful work of the new Government of Ukraine.
At this historic moment of the most acute external threats and, simultaneously, renewal and revival of Ukraine, the Government of Ukraine faces significant challenges that will require systemic steps to reform state governance as a prerequisite for overcoming external threats, successfully countering corruption, and ensuring Ukraine’s economic prosperity.
We consider it appropriate to propose the following avenues for cooperation with the new Cabinet of Ministers of Ukraine:
- Formation of new teams in ministries and agencies;
- Engagement as permanent advisors (both paid and unpaid);
- Conducting regular consultations and roundtables on urgent issues of sectoral policy development and ministry advancement.
We appeal to the Prime Minister of Ukraine and members of the Cabinet of Ministers of Ukraine to determine the personnel needs of each ministry as soon as possible.
We are ready to take on the coordination of specific proposals from Ministers regarding the personnel needs of each ministry. The proposals will be disseminated among all associations of graduates of leading foreign educational institutions in Ukraine. All resumes of candidates interested in the positions will be forwarded to the relevant ministries for final selection.
We emphasize the necessity of maximum transparency in this process and will publicly disclose the proposals received from the ministries and the selection results. In accordance with these indicators, we will evaluate the effectiveness of our cooperation.
We appeal to journalists and opinion leaders with a request to support our initiative and monitor it, providing platforms for its popularization and urging the Government to implement it.

PGI facilitates the adoption of a new civil service law.

PGI registers as a public organization, expands its scope of activities, and collaborates with other organizations.
January 2017
PGI transforms into an Association (PGA), adapts its mission and strategy to ensure long-term impact.
May 2017
PGA signs a memorandum of cooperation with the Secretariat of the Cabinet of Ministers in the field of public administration reform.
October 2017
PGA joins the creation of the career.gov.ua website — a single entry point to the new civil service — and assists with applications.
February 2018
PGA monitors competitions for public positions, publishes its official stance, and contributes to the improvement of selection procedures.
April 2018
PGA develops the Civil Service Feedback Loop Initiative and collaborates with the Cabinet of Ministers, the Kyiv School of Economics, and Professor Francis Fukuyama for its implementation.
2019
Continuation of research on civil service organizational culture (CMU Secretariat, Stanford CDDRL, KSE, KAS) — in a pro-bono format.
2022
Uniting to aid Ukraine, the Government, and engage international contacts.
2023
To mark the anniversary of the war, a meeting on regional recovery issues with the participation of Heads of Regional Military Administrations (Heads of OVA).
