Effective public administration: a pink unicorn or a real challenge?
If you ask me why reforms in Ukraine fail so predictably, I will answer — because of Ukrainian bureaucracy. It is inefficient. Overall, you can stop reading here, because it is hard to disagree with this thesis, and any of the hundreds of thousands of public servants and citizens who have dealt with them can confirm this from their own experience.
How the Ukrainian state (does not) seek personnel
The State of Ukraine, represented by ministers and heads of other central executive bodies, constantly complains publicly about a lack of personnel. The goal of this analysis is to understand—whether this is true, and if so, what problems prevent attracting the best personnel to work in the public sector.

Public service reform: promote cannot brake
Throughout 2017, 10 ministries actively sought reform specialists through a competition for the new public service. Approximately 200 people assumed positions in newly created directorates as a result of a transparent procedure.
