Key problem: many conferences take place, but they do not create mechanisms for lasting solutions and partnerships.

Solution: The Berlin-Ukraine Strategic Cooperation Forum is not a one-time event but a permanent working platform that:

Platform format

The Forum operates in two dimensions:

  1. Annual strategic conference in Berlin.
  2. A year-round working hub based at Ostinstitut Wismar and PGA:
    • expert groups,
    • consultations,
    • institutional dialogues,
    • launching partnerships,
    • business support,
    • work on PAR and EU-alignment.

  • Joint projects between government and business
  • MilTech → a catalyst for broader innovation partnerships.

D. Public Administration Reform / EU Alignment.

  • Strengthening institutional capacity

  • Adaptation of Ukrainian legislation to European standards.

Format: in-person at Haus der Bundespressekonferenz + online broadcast.
